Hi..bought a 64 plate colour therapy...all good except the drivers side seat release lever doesn't bring the back of the seat forwards...on the passenger side this works fine. Is it a feature on this model or is it a fault ?

A fault. The lever should allow the seat to tilt and move forward to allow access to the rear seats.

The chair could just be stuck in-between two rungs my car had this. I was being a little light handed so my friend gave me a hand and it moved.

Think I hand one hand on the level at the top and also the handle under the seat.

On mine, also a colour therapy, pulling the clip / lever at the top of the seat allows me to pull the seat forward with the back leaning forwards and when you push it back it goes back to the same place. I don't need to use the lever under the seat for that.
