It does seem to be more of a formality than anything else as the 500 is already pretty clean and it's only and 'environmental' test, not a full MOT.

The do completely bar some cars from entering thou... V8 Land Rovers are out for a start for some reason

I believe it was there under Microsoft's exhibit because the car had Microsoft's "Blue and Me" technology in it (the equivalent to Ford's "Sync" system here in the USA). I don't know if the car was ever driven on public streets and roads, but if it was, then that one-time EPA/DOT testing was done!
