This is from a standard 500 engine.
Photo shows the sleeved throttle cable coming through a rubber grommet. The circled area shows where the cable then passes through the bracket on the engine cover. At this point a circlip is used to stop the outer sleeve from pulling back through the bracket. (I don't think you can really see the circlip in the photo.) The inner cable continues to the throttle linkage.
If the setup on a 650 is the same as 500 you may just be missing the circlip. At a pinch you could probably use some wire and wrap it around the sleeve as a temp measure.
