I get the point there, that some parts of cars will have been re-used and it seems that was not contrary to the intentions of the scheme. But given that the primary objective was supposedly to permanently eliminate a lot of older and less efficient cars and replace them with "cleaner" vehicles, if any complete, scrapped cars were re-introduced to the market I don't know how that could have been done legally. Anyway, if any good stuff was saved and however it was done, it is probably a positive thing.

There is more car there than some of Peter’s projects.
Yes, if more than 50% of the car still exists and more than 50% of those remains are still reusable, it's not a restoration but simply a cosmetic overhaul. ;)

Actually, the things I would value most off those old cars would be the items that most people seem to replace without a second thought on the 500....original lights, bumpers, seats, handles, badges etc.
