I think that you have picked out some 3mm washers there. Generally when you talk about washer sizes you refer to the size of the hole hence me saying 8mm. Outside diameters may vary but you do not want anything too skinny or thin

Over on your side of 'The big pond' they are most probably listed as 5/16th, which as Toshi mentioned, is the size of the orifice (a posh word for the 'hole in the middle'). As you are probably aware, they go UNDER the flat washer, which is under the nut. If you can't get any washers which are reasonably thick, use 2 fibre washers; this will allow them to take up the shape of the rocker-cover.
