so i'm still having the same problem with low beam not working

when it does work i can hear what sounds like a relay clicking in
which i can't hear when they don't work,

i thought there was no relay on this curcuit,
if one has been added, could it be a faulty relay that is my problem ?

I think you've answered your own question there. If you can hear a relay click then there is a relay in there. Make sure you are not hearing the high beam relays click off though.

The test is to put the main switch on side so the headlights are up and then switch to headlights. The motor relays shouldn't need to change so all you hear is anything switching the low beam.

Steve - I've always found issues with headlights to be centered around the Earthing crowns in the headlight pods. Check all the spades connect OK and ground well. IIRC in the 1300 at least there is a main white connector in the nearside pod too that tends to loosen causing the lights to go/dull..........
