Adjusting Hood Cable

I have a new cable and I've cleaned up all the latches, etc. Anyone have advice on getting the right tension? Once you bolt that latch in place up front, you can't get more adjustment to pull the hood down tight because the set screw is under the cowl. Seems like guesswork to keep unbolting and re-adjusting. I'm hoping one of you smart folks can tell me I'm doing something in the wrong order, or something else obviously screwy. Thanks as usual!!!
