the title pretty much sums it up, The dash/instrument lights,rear fog lights,rear left side driving light not working, the driving light left side fuse keeps blowing,where should I start?
 
Another interesting problem!

I would start at the earth connections for the rear lights. If there is a poor earth, the other bulbs in the cluster earth back through the sidelight circuit and blow the fuse. I believe that all the components you mention (dash/left side light/rear fog lights) share the same fuse.

Earthing faults tend to cause bulbs to blink in time with the hazard flashers - try putting on the reverse lights and switch on the hazards, check the brake lights too. If everything is blinking merrily, then clean the connectors and consider adding an earth wire directly to the cluster bulb holders (solder onto the bulb holders and attach the other end to a screw that goes into the metalwork). This is a common problem on the Mk1, I'm not so sure about the Mk2, but I suspect that the rear lights are similar.

On a hunch I'd suggest checking the bulb for the cigarette lighter illumination (in the Mk2, under the mystery lid on the dash.) Lighter sockets have a habit of dodgy shorts to earth, which being on the panel lighting circuit would blow the fuse you mention. Just unplug the bulb and see if it helps. Sometimes the fingers inside the bulb holder touch each other, sometimes heat (from a held-in lighter) melts the insulation.

As an aside, I saw a photo in Car Mechanics of a lighter socket that had been used to store 5p pieces, shorting it out. Of course that would blow another, different fuse :)

The front sidelights have their own earth wires to the multi-earth points beside the headlights. Check that these are clean also.

If the fuse continues to blow, you'll have to try disconnecting each light one at a time until you find which one blows the fuse. This is relevant particularly if the fuse pops straight away when the sidelights go on. But if you're finding that the fuse blows 'randomly', over time, then my bet is still on the rear light cluster earths.
