ulysse Negative front camber adjustment?

My dads 97 ulysse has massive negative camber on the front wheels, it has done (we think) over 240,000 miles, we have recently fitted lower arms and wheel bearings on both sides to see if it made any difference and nothing has changed. Both front tyres are showing canvas on the inside edge, It had the tracking done when the track control arms were replaced. Has anybody had similar trouble?
