Ign problems

Fiat Ulysse 1.9tdi T reg. Unable to turn ign off in extreme wet conditions,Panel lights staying on,having to disconnect battery and tap fuel solenoid to shut down,replaced ign switch,checked earthing all seems ok.any idea's.
