brake pedal fading 96 Ulysse

Hi,
I have a problem with a 96 Ulysse 1.9 td If I keep pressure on the brake pedal it will sink allthe way to the floor , I have checked all my wheel cylinders for leaks and all are ok . I am now down to my master cylinder or my ABS unit . Has anyone come across this before and which of the two units would it most likely be

Wouldn't be wheel cylinders as they could only cause it by leaking the fluid, which would be veru obvious.
Most likely the Master cylinder I would expect.
Not sure the ABS actually does anything with the car stationary.
No easy way to test.
