Technical water plate bolt

so i have this bolt on my waterplate (on my 1300 block)... and its rounded off to a perfect circle... im not sure if its supposed to be round or how to get it off or if its stripped etc. another reason im confused is because its the same way on my 1500 block as well...

I think you'll find that's the pivot post for the cam belt tensioner bearing bracket :idea:
