Technical Handbrake Trouble

I'm having trouble with the hand brake in my cinq sporting.
I followed the guide -

but still it's very hard to apply & has little effect.
Linkages are loose (stripped them & greased them) but still no good!

is it the same on both sides?
fitted new shoes?
adjusted the cables

Old shoes look ok.
Is there only 1 adjustment of the cable - under the middle of the car?

theres a limit to what slack can be taken up.you may find oyu need new shoes if they are low.
new springs help as well.
all fairly cheap

The wear limit on the shoes is 1.5mm. If they're near that, replace them. They're very cheap.
