Technical EGR Valve - Operating tempature

I know there are a lot of threads about the EGR valve but this has not been coverd as far as I know.

Does the EGR valve always open when the engine is just running a constant speed? Even when the engine is still cold?

Whell I found found it.
It starts when the coolant is 20 degrees celsius.
And above 3000rpm it closes.

On the diesel 1.9 I'm positive it only opens on part throttle, not rpm related. So if you floor it, egr shuts. Stats open at a constant speed like pootling at 30 or on motorway

It's only open on cruising speeds and while slowing down on the engine.
But when you are cruising above 3000rpm it's also closed.
But then your way over the speed limit
