Technical 2008 500 sport 100hp Won't rev over 4.5k

I recently bought a 2008 Sport 100hp and when driving it back found it.wont rev over 4.5k , it really slows down on a motorway and i needed to change down to maintain 60mph with just me in the car.
Oil level was low, water level was low , both sorted and no joy.
It's getting serviced tomorrow so maybe new filters will help. But I'm thinking it's something else, no codes on my good quality scanner.
No Google results on this issue, except possibly clogged injectors.

Has anyone heard of this issue ?
Any ideas ?

Have you tried diagnostics. Many errors don't turn the mil on.

I think I'll do the obvious stuff like plugs and coil packs and see how that goes.
Then look a little deeper

Is the cam thing something that happens often ?.

Try to download e learn from the download section. The 1.4 cars are covered. Maybe you find trouble shooting tables in there.

Not had it on a FIAT, but saw something a bit similar on a Renault or Peugeot a while back. Turned out to be a damaged exhaust (crushed to a D shape and bent about 30 degrees. Probably a high kerb or similar.
Didn't leak any gases, but affected driving over about 50mph.
Expected it to be a blocked catalyst so put it on the ramp to have a look. Biggest laugh that week (shows what a miserable git I am!)
