Technical fiat strada 1.7td water pipe burn

My 2007 Fiat strada 1.7td has a small water pipe ontop of the water pump, this pipe is located under the power steering pump, and to the left of the exhaust manifold. But its so close to the manifold that it keeps getting a hole burnt in it! then i lose water and temp goes up!!! seems like a bad design to me! anyone else faced this problem or have solutions for me? TIA

I've not read about it being a common issue,
is it definitely the original arrangement..??
