is it normal to see oil spray on palm when you place it over valve cover cap?

If you mean the cap where you put the oil in, then yes it is normal for oil to be thrown out if it's removed with the engine running. I'd be more worried if there wasn't any.

Agree with Robert - there should be oil in the cam casing to lubricate the cams and valve gear. There will be a breather pipe somewhere on the head that vents the cam casing into the intake.

My 1.2 sprayed oil from the dipstick housing when it wasnt fully pushed in, it also ejected itself twice!! because the flame trap (rocker cover breather) was blocked!.

If its not spraying out of open holes then id be worried there is not that much oil pressure, your engine will sound louder with the cap off, not a good idea to keep doing this!
