hi .i am replacing the 3 button remote and have purchased a fiat id 48 chip and a used key fob with blank blade.
i have been told that the chip has to be pre programmed to my car, could anyone tell me if this is correct and if so how do i get it done

yes that's correct, you will need special equipment to read the eeprom content of your bodycomputer which is used to extract the data which is programmed encrypted in your transponder.

Its not an easy one, I think this is the pinout for stilo haven't done it in a while, I think there may have been two different motorola mcu used also.

is it something that my local locksmith could do or is it only fiat:(

Depends, lots won't bother or are afraid to go tearing out clusters and soldering.

There is a clone solution now the silca m-box and t-line but its only out a couple of months so may be hard to find a locksmith with it.

Can be cloned buy a few machines now but early days so you might struggle to find someone wHo can do it for you. Apart from which that won't get the remote working as that's programmed separately.
Worth trying around your local auto locksmiths. Although it can be done by removing the body computer and reading it's memory to obtain the key data. Any Autolocksmith with decent equipment will be able to do it for you in a few minutes through the obd socket without removing anything.
