everything expands when it gets hotter.
most cars I know of the coolant will go up a bit when hot compared to cold, the expansion tank is under pressure when hot (not sure 1.4bar maybe).
if you remove the cap when hot, the pressure is released and in effect the coolant now boils and will go up in the tank higher again(and if unlucky all over your hands and face).
the pressure in the tank keeps the boiling point higher so it doesn't boil under normal conditions.
when checking levels stick to a mark or pen mark tank at cold level and hot level to give you an idea of normal hot and cold levels.
I don't know on the petrols but my diesel will travel less than distance from min to max levels on the tank cold to hot.
not sure on the going down an inch when starting
maybe theres an airlock in there somewhere, have you had the heater to hot ? put it to hot to see if it changes(drops).
