Hi I think the idea behind the EGR is once the engine warms up, the valve opens and some of the Exhaust Gas is Recirculated, the ecu will tell it to do this which activates the solenoid on the back of the EGR, there may be trickery in the solenoid to tell the ecu what is happening, but thats a guess.
When you blank off the EGR you effectively stop any gas movement through the EGR, as if the valve is permenantly closed, therefore if it is sticking open your blanking plates will sort it out.
As to the cost of a turbo, trawl ebay, but I am hoping the plate will have you smiling again-my car seemed to be a disaster, it sounds as if yours is more driveable than mine was...I was driving the better halfs Picasso to work
