I dont Wonder why that car is rusted - dont you use waxoil under your cars ?
Here in Denmark a car wont stand 2 years if there is not a good thik lay of waxoil under. And repeat it every 2 year

I'm afraid that wire brush is not really up to the job. I would use a knotted wire brush in an angle grinder, although looking at the hole, I would probably be more inclined to get a cutting disc and cut out the whole area and weld new metal in its place. If you plate over old metal with any trace of rust, it will eat away the new metal from behind. I am currently restoring a car which was "professionally" restored, by welding over the rusty original. I am having to remove the new metal to access the rusty original, then cut out the rust and weld in clean new metal.

Dinitrol is a good (if not better) alternative to Waxoil, once the work is complete.
 
Yes, I would recommend using that to kill any rust on sound metal once you have cut out all the rot. I use a similar compound. It is not a substitute for removing rusty metal though.

When I removed the new inner wing from my car this is what I found lurking underneath.

The only option was to cut it all out.....

Then weld in new metal.

Sorry, I haven't got any photos of before, as I hadn't expected to find all that rot, but it didn't look too dissimilar to the final picture. It was only when I removed the outer wing to replace it with a correct original, that I first became suspicious that that the nice new metal was covering something nasty, so I carefully removed a section, then a bit more, until all was revealed.

You don't have that issue, as you are looking at rot in the original metal and if it is removed, you will avoid this situation altogether.
 
I would recommend grinding it back first. However, this is likely to leave you with a frilly edge, which is difficult to weld to and not very strong. Once you have ground away all the rotten metal, I would trim the edges.

Are you doing the welding yourself, or having someone do it for you? If the latter, I would advise discussing it with whoever is doing the welding.

whats my next step? how far away should i clean it, do plates need to be welded from both sides or just one
