Punto 75SX '99 - 2 problems

I have ignition problem occasionally. 2-3 times a month when i try to start cold engine red light for ignition check stay on and radiator fan is on although engine is cold. Engine start with dificulties and idling until become warm, then everyting back to normal. all sensors are ok, even engine temp sensor replaced with new (old one was ok).
also battery loses power. replaced with new - problem remains. alternator seems to work, output voltage measured 14.1 v.
Fiat service didn't solve the problem.
They sad ECU is OK and no error recorded.
