I know this shouldn't be able to rotate and I suspect it is because of bad installation from previous owner.
The same side of this suspension mount also have klonky/donk noises when driving slowly on paving stone roads.
Should I tighten the screws below it or what is wrong?

Hi,
Looks like a previous owner has added bonnet pin posts (or possibly some sort of removable strut brace) wich is turning. This is not a normal part of the suspension. If the lower disk and nut are tight it's not a problem for the suspension. Does the post go through the bonnet?

Those white pin things are covers for spindles / exposed threads

Many loose them after any suspension work...

As for the top plate spinning
No it shouldnt
Need to hold threaded shaft via hex and nip the nut up.more

Is it something I could do alone or should I hire a mechanic?
