It's probably a reflex port to cancel noise from the intake. It won't affect airflow but reverses sound waves to cancel each other.
Covering to wont improve performance but may make the intake boom annoyingly. You can always remove the tape, but if it removes itself and gets sucked into the engine ....

I concur. Gave it a whirl with it taped over, made the induction a little drone sounding, could annoying after a while. Plus one doesn't appreciate the heat transfer from the engine which could easily soften any adhesive sending it down the pipe...
