I've purchased the standard fiat panda cigarette lighter power supply for my car, to find out the wires what should be connected to it are not live.

There are three wired in a connector, one yellow, black and blue. Is it possible to connect these wires to be live or would I have to install new live wires for the power socket?

if so what will I need to buy and is there a step by step guide to do this?

Really? So you checked for fuse F85? Checked with a Multimeter?
1 wire is ground, 1 switched + and 1 for the light.
