This is my new old '95 Punto GT:

I have a few questions:
1.Is there an owner's or service manual for GT as a PDF? I've found only for non-GTs.
2.Where in the engine bay is car alarm siren usually mounted? I can't find a space where to mount it.
3.What is this - ?

Welcome to Punto ownership, you will find a few keen GT owners here. In answer to your questions, I don't know about a pdf, but the Porter Manual covers the GT (I have similar problems with information, having a 1.6 Cabrio).
Sorry, I don't know where to mount a siren.
The funny little thing on the console is the receiver for the remote locking, which probably isn't working anymore.

I too think it's a receiver for remote locking.
For a short while several manufacturers used an infrared transmitter in the the key and an infrared receiver in the car for remote locking.
The infrared system similar to TV, DVD etc remote controls.
The object in your car looks like an infrared receiver.

Hi and welcome, nice looking gt [emoji1303], the alarm siren is bolted to the plate that holds the battery in place on the front of the battery tray .
