Hi , and welcome to FF, :)
not sure which model punto you have..
mid 90's = Mk1,
early 00's = mk2

BUT we cover them all here, (y)
sounds like 2 separate issues..,

where are you based..?,

* get a Haynes manual and learn to read the wiring diagrams towards the back - dead easy find the relevant section and find a quiet place to read - don't rush and it'll fall into place
* detail car - P reg sounds like a 'select' number plate - a 2001 would make it a Mk2 as opposed to a MK2b
* petrol / diesel (assume petrol)
* any other issues / recent changes etc
* get an inexpensive multimeter (eg Maplins £15) and you can check fuses, power etc etc
* get a bit more info and someone on here will guide you
* location?>may be a member close by who for beer tokens could help out and save you £70 per hour labour bearing in mind the cars value

I don't know about Punto's (never had one); but on other cars I would always check the earthing wires; (they can work lose and detach); and the wires around the blower unit itself.

On some cars the wire connections themselves can work lose and or need adjusting.

On Uno's the heater fan on/off sliding switch thing can become tempremental and need jiggling to reestablish contact.

Does the Punto have relays for this? Give them a tap if it does and see. ;-)

On another car I have the fuse for the blower fan/climate control has melted down/failed about 6 times in 8 years. Put a new fuse in and away you go.

On all the cars that I have had it usually is a very cheap simple solution to get the blower going if it has stopped working. I have never needed a mulitmeter.....you just feel the wires (literally), check the fuses; earthing points and wiggle the switches.

Everytime without fail on a variety of cars of different makes it has been one of those things for me. But like I said I have never owned/worked on a Punto. But check those things first.

To Check the rad fan disconnect the coolant temp sensor, then the rad fan should stay on all them time when the engines running. If it does come on you know its not a fan issue but possible a temp sensor not telling the fan when to come on.

As for the internal blower, its a common issue. Check under the glove box there should be a black connector & a Grey connector... Disconnect them & make sure the wires aren't burnt.
