It doesn't have to mean the HG is gone, it is also a sign of too many short journeys - condensation inside the engine isn't being steamed away like it would be on longer journeys so eventually you will get enough condensation to cause the 'mayo' effect that you generally associate with HG probs of coolant getting into the oilways.

The level drops naturally when engine is hot - expansion. When its cold it goes back to normal.
A proper system flush with chemicals like RadFlush would be a good idea. It might find a leak in the radiator or somewhere, but it will have been dirt clogging a hole so better to know and get it fixed.
