Really, in a way thats whats happening here- just glossed over by PR types so we dont think it is.
Like Jermery Clarkson says in his columns, the institute of advanced motorists found speed cameras were pplaced at accident black spots where people threw themselves of bridges. whats that got to do with speeding?
They also found that out of all the new accident spots cameras were cited last year only one had a road death caused by excessive speed. The rest was either bad lane discipline, bad driving etc or nothing to do with driving.
