Legal, not sure about the poo, not considerate, but I also think its not illegal, not like dogs poo is as it doesn't pose the same dangers.
Its illegal for them to ride of the pavement, and if their horse does a poo stick it on the roses, they don't have to clean it up
I should point out what comes out of the back of a horse is far less harmful than what comes out the back of most cars

Where is it noted illegal out of interest? (knowing my luck the highway code).
I'm sure I remember having the convo with some equine students at college who advised its not recommended, but not illegal, just like riding two abreast on the road.

Penalty on persons committing any of the offences herein named.

(b)a person deposits on any highway that consists of or comprises a made-up carriageway any dung, compost or other material for dressing land, or any rubbish, within 15 feet from the centre of that carriageway.

You must not take a horse onto a footpath or pavement and you should not take a horse onto a cycle track. Use a bridleway where possible. Equestrian crossings may be provided for horse riders to cross the road and you should use these where available (see page 12). And there may be EU legislation in the offing which will require all horses born after 31 January 2014 to be fitted with daylight visibility strips on their forelegs at all times when being led or ridden on the public highway.

Have you not yet heard about the horse "underbody air bags" that deploy if sensors fitted to the rider's ar*e sense that he or she is about to fall off?
Will they be user configurable to deactivate them
Not on Field or Paddock types. On Shed, Barn & Stable versions, an enhanced forelock daylight visibility strip (FDVS) will be supplied, which is identical to those fitted to the base model variants except for the addition of Velcro strips.

As they're breaking the law I guess you would have to report it to someone who enforces those laws, give the "old bill" a call.
As you have no idea who it is there's not really much to report, not sure they'd be too interested in you complaining about a pile of horse sh*t.

I hate horse riders, when they incist on riding in the middle of the road, and refuse to let you pass even safely. alot on the other hand will ave you past when they belive its safe i dont mind that too much do think they should wear these tho
