I knew when I started this thread there'd be a lot of Horsing around but didn't think it's get this far!

Not sure where tax discs are mounted on a horse, must look into that!

Penalty for depositing things or pitching booths etc. on highway.
If, without lawful authority or excuse—

(a)a person deposits on a made-up carriageway any dung, compost or other material for dressing land, or any rubbish, or
(b)a person deposits on any highway that consists of or comprises a made-up carriageway any dung, compost or other material for dressing land, or any rubbish, within 15 feet from the centre of that carriageway.

so does this mean they cant leave poo in the road then?
 
That law is commonly used to prosecute dog owners who allow their pets to defecate in public area's, footpaths etc. But the law actually applies to any animal, sheep, dog, cow HORSE. So yes, if an animal you own decides to leave a steaming pile of stinky stuff on a footpath you should clean it up or risk being prosecuted.

Take video footage of the offender, show it to them and explain the law(everyone deserves a second chance). If they refuse to abide by it, call the "old bill".

I hate horse riders, when they incist on riding in the middle of the road, and refuse to let you pass even safely. alot on the other hand will ave you past when they belive its safe

Looking at the way certain people with horses are - on the road, or just out and about the brain definately seems to be in the bridle. I have had some bright spark ride a horse down the A607 Melton - Leicester on Friday morning rush hour, Even brighter sparks ride their horses straight across a busy A road during lunch time, a lobotomy patient put their horse on a roundabout on another A road on a Saturday morning as well as the brain surgeons who leave their horse boxes parked on blind bends in the dark.

The worst was the woman who let her horse **** all over the pavement where I was delivering food to a pub. Horse manure, restaurant food? the only link is the mushrooms.

Horse ownership definately seems to be inversely proportional to IQ.

There is a specific law that deals with dog fouling, "Dogs (fouling of land) act 1996" this only applies to dogs and no other animals

There is no UK Act of parliament which legislates against horses or any other farm animal

The law is against the "owner" or "person" leading/controlling the animal.

it also legislates against installing a pig sty in the street and the 10 shilling fine to be imposed should your chimney catch fire most of it is hugely out of date having been replaced by many different acts since and still has nothing to do with horses fouling

Yes it is illegal to ride a horse on a path.

Sticking to the original question, no it is not illegal if a horse ****s on the road and you as the rider does not clear it up.

The laws you keep citing governs the actions of people, either leaving animals where they shouldn't or leaving things where they shouldn't, including if they were to dump a ton of horse manure on the road, it doesn't cover animal defication nor does it say anything about allowing an animal to do so. These Laws govern the actions of people.

150 years ago in central London can you even begin to imagine how you would enforce a law that put anyone, who allowed a horse to poo with out clearing it up in prison for 14 days.

Infact looking at the highways act (1980) if a horse shat on the path and you consider it a nuisance you would have to notify the local authority who would have to serve notice on the rider to clear up the poo, then if they didn't they would have to consult the magistrates court who may serve notice on the rider to clear up the poo all of which would take literally months

This is the whole reason there is a separate law that governs dogs, because its not covered anywhere else in law and dog poo actually carries a health risk.

Infact forget everything else see what happens if you tell a horse rider to clear up their horse's ****, when they've finished laughing you cal the police and see how long they laugh for!

The next bit you quote of mine has a little bit at the end pointing out the process would take months, the council might take this line for a dumped caravan but the cost and duration involved would make it completely pointless for a bit of harmless horse manure.

Finally the 150 year old law you keep citing (for the third time now) DOES NOT COVER ANIMAL DEFICATION

You can't pick and chose bits of laws and add them together to make new laws
