All sort of vehicle have reflective strips/stripe on the rear or sides. The rear end markers of HGVs in this country tend to be red and yellow diagonal stripes, those on the rear of Highways Agency vehicle are usually yellow and black and Irish registered truck have two shades of red.

In our force area Police cars and vans have blue and yellow battenburg or block markings.
 
The roads department make the Highway maintenance vehicles look like 5/0 because people drive more safely around cars that could be them.
 
The markings that dave seems to be describing look like they're covered in number 3, and in all fairness have been since the early '80s I'd say which I find mystifying since the excerpt from the DfT seems to imply they've only been introduced this year.

Perhaps the change is for vehicles over 3.5t as opposed to previously it may well have been those of 7.5t (usually 7490kgs) and over.

There's probably some method in their madness as most drivers can't tell the difference between HA Traffic Officers' vehicles and Police Discos.

Interested to see that you refer to the Police as the 5/0. I thought that may have only been in Mancland as the main phone number of HQ is 872 5050.

I know there is method in their madness. I'm sure we have all approached one cautiously, saw "Highway Maintenance" and proceed to go past at a faster pace.

5-0 or 5/0 as I type is just a non offensive American slang for the police.

i don't think its safer, driving along a motor way and suddenly everyone has slowed down and all the cars are bunched up because they have all spotted a transit that looks like it could be police and are scared to pass it

the ones they are saying came in this year are the conspicuity markings to show the outline. ive only really noticed these being more common recently, don't remember seeing them years ago. they don't **** me off, its the vans with red and yellow reflective stripes on the back that do my head in as they slow the flow of traffic, like National Grid vans
