The Proposed New Insurance System

I'll apologise if this has been posted before but if you get an awful lot of responses on this site if you type in insurance and hit search.
Has anyone heard anymore on the apparent new system of insurance?
The current system is worked out something like, cost of repair, like a bonnet, headlamp wing and bumper added up and the 0-60 time of the car. (if this is not entirely accurate fax someone who gives a crap or post a correction).
Anyway new system or the proposed new system is attempting to factor in the fact that while diesels have a slower 0-60 time than an equivalent displacement petrol car their in-gear times are far superior and apparently could get drivers into to trouble as easily as 0-60 speed. So TDi drivers pay more.
Also car weight is to be factored in. For example a land rover discovery at 2.7tonnes is unlikely to be written off in a collision with anything less than a LGV but is very likely to write off anything it hits which the insurance company will have to replace therefore heavy car drivers pay more.
The insurance groups now 1-20 would run 1-100.
Anyone heard anything?
