lol that depends on money really. mono block producing pretty much the same spec in terms on output RMS and max, possibly a bit less to be on the safe side.

also nice for the price, cant really do much better than that though got to take box etc into consideration if comparing it with others

There are actually implications to under-powering a sub as this can cause clipping in some applications i cant remember exactly why i will let you know if it comes back too me.
But any amp that puts out 300-450w RMS should be fine just make sure that you turn the gain down a bit if you are overpowering it.
This is just based on pure fact so this could be wrong if the sub is over rated which i dont believe it to be.

under powering a sub wont cause any damage, generally damage is caused when its too small of an amp and they turn up the gain trying to compensate creating clipping and distortion which will damage the sub. if its kept within the safe limit it will be fine. much like most active subs

generally a larger sub with the gain down means more power and a cleaner sound with far less distortion but of course you have to work out the correct gain required or too much is put it ultimately destroying the sub

but the figures for the amp are right, as i said it entirely depends on money. the same manafacturer can produce several amps with the same output but different quality and therefore prices
