According to them, the relearn procedure has been made but one can never be sure if they really did so.
Today I established another behavior - if I take off quickly (with more than 3000 RPM) and accelerate through higher RPM and switch to the next gear without falling below 3000 RPM, the behavior is that of a normal car that is not in emergency (restricted) mode.
I will be taking it to another service and see what happens there.

A good outcome for my Punto after all.
The service center that managed to fix the car did it by replacing the VVT actuator and with another timing belt reset.
I have been advised to drive the car with the new oil for about 5000 km max and do an engine oil flush as the mechanic said it was quite dirty on the incide (probably due to to poor maintenance and also the fact that it hasn't been driven for a long time before I bought it).

So basicaly they've redone the job that had probably been not so well done initialy …

Engine oil NEEDS to be changed AT LEAST once a year (oxydation) or every 15000 /20000 km, whatever occur first. As te VVT is engine oil activated, I'd strongly recommend to stick to the manufacturer recommendation regarding oil type and viscosity …
