I washed my car this morning and afterwards I started hovering out the rear footwell (behind passenger seat) and I noticed it was soaking wet.

Where would this water get in from? My car was washed on my sloped drive if that helps.

Have you changed any bulbs recently ?

Check the gap between the rear light clusters and the rear side panels, to see if the gap is larger on the side where the water is appearing.

If the gap is larger on one side, it indicates that the light cluster has been fitted slightly askew, preventing the seal (behind the light cluster) for the cable entry point through the body from sealing properly.

This allows water to run down behind the light cluster and into the body to appear in the rear footwell.

I assumed the water was from washing the car but it could be rain water.

Any ideas of how to drain it out?

3 door or 5..??

damaged seals around rear window / door ( against roof panel)
damaged by "roof bars" is not uncommon,

VAX / wetvac, (y)
However- if there's LOTS it'll be in the under carpet insulation, best to remove it and dry it outside of car.. :bang:
BUT you'll want to cure source of leak 1st;)

Have you pulled the door card off to see if it has had a window regulator in? People don't put the plastic film back on properly and water gets through I used a roll of duck tape all the way around mine and now it's fine
