is it possible to change the grande punto 1.2 8v active version. steering wheel (without control buttons) with a other gp steering wheel which have the control buttons?

I would not think so, because the extra buttons relate to functions such as USB and bluetooth, which I understand the active was not equipped with. These things are being controlled by the car's computer and associated wiring, which should not be present in your car. I would recommend you leave the car as it is, or upgrade to a plusher grande punto if you afford to do so.

And whats with the steering wheel with the control buttons without the windows button? I mean only the foward back src and + -

Still, I would not bother with it. THere must be cables connecting the steering wheel buttons with the stereo, it may not be straightforward to place and connect. However, you may find a garage who may be prepared to get the job done for you, if you want it that badly, just shop around!
