When I was at collage I was told just till tight by the lecturer?

In 35 years of car maintenance, i've never torqued a drain plug up.
Just make sure has a new washer and it's tight.

Don't need a new washer, it should have a tapered finish, I.e it crates a tight seal without any other parts. Just tighten by hand until you can't any more, then a few turns with the (12mm?) Allen Key. Found it easier with a 12mm Hex bit on the end of a socket set

the tapered sump plugs are great,
as said = hand tight .. then a LITTLE more,

NOT 2 more turns ; - )

Yeah, I should emphasise just a LITTLE more haha you should be able to tell by the feel of the key, don't swing on it either.
