Fiat Mechanics in Huntsville

Anyone know of any good (and reasonable) Fiat mechanics in the Huntsville, AL area? My car just quit and everything was working fine. I am thinking it mite be the starter because it will not turn over, but everything else works. When the key is turned, there is a whining sound, not a clicking sound and it happens all the time, even when cold, which has been for quite some time. I have not tried to push start it as of yet. (Last time I did that I separated a clutch). If it is the starter or solenoid, what is involved in testing or changing them? Are there any on-line manuals or sites to help out? Any suggestions or comments would be greatly appreciated. Thanx again.

sounds like starter is not engaging, cog is stuck, try removing it and freeing it up.
what model is the car?
