Doblo 1.9 jtd slow starting possible fueling problem

Hi all need your help i have a doblo van 1.9 jtd on a 57 plate its slow to start checked the glow plugs they are fine. It never starts first time but does start on the second try. But if you turn the ignition wait for the fuel pump to stop it starts first time then so im thinking its a fueling fault can anyone help ?

the pump normally runs until it's up to pressure..,
so you may just have to be patient..,

TBH I always do this - and it's the odd occasion I'm in a rush that cars fail to start..,
