Having read the known issues and faults and one or two posts I'm more than a bit worried. My Doblo has done 85K and although serviced every year (not by a Fiat garage) to my knowledge has never had the recommended change of water pump and timing belt. I think this is 5 years or 60K? Am I driving a potential time bomb?:(

Timing belts are one of those things that can go on forever, or snap within miles of the manufacturers recommendation (which is obviously well on the safe side).
*Mostly* the water pump or a pulley will seize and take out the belt itself long before the belt gives up the ghost.
It's just false economy not to do it. A decent kit will be around £150, and it's a sunny days work if you have the tools and confidence, or maybe circa £300 - 400 from a good independent.
Not even £2 a week for the next five years you'll own her... and if you sell her, no-one in their right mind will buy it except at rock bottom without it being done.
 
For anyone in the Staffordshire area I've been quoted £278 for the job. This is very cheap. As such a bit worried about the use of non-Fiat parts and/or tools. I've used the garage before and they were excellent. Am I over-reacting?

Ask if it's a Gates kit. If it isn't, tell him to cost for a Gates kit and you'll pay the extra (it'll likely only be 20 or 30 quid)

PS: if it is a FIAT kit - fine. What you don't want is a "kitchen sink off ebay" variety with Plasticine bearings.

....and make sure the water pump is replaced at the same time.

As above, you don't want it to seize and do major damage
