It is possible, but if the EGR valve plays up at all, it normally jams open & causes problems.
The EGR valve is more of a means to cool the fuel burn by recycling some of it it through the intake to the combustion process. This helps reduce emissions, especially at idle.
Normally, you would get a lumpy idle if the valve is jammed open. If it is closed on the other hand, the burning of fuel is hotter, there is a more pronounced smell at the exhaust (like on old old diesel engines, real back of your throat, stingy eyes smell).
I'm afraid I don't know too much about the 1300, but I do know they are prone to things like the timing chain tensioner wearing, the chain can then jump a tooth and create problems starting and running. The main fault there being (apart from the timing being off) is the crank & cam sensors are out of sync and this confuses the ECU.
However, any decent tech with a good code reader will spot that immediately.
