Cinq: cold air while heating at max

Hi.
Recently my heating system (cinq 899) inside the car has been neglecting my wish to blow warm air; the engine temp goes up to 90 and the fan kicks in, but vents inside the car are still blowing cold air;
only sometimes, at high engine revs and after a long while, the air goes little warm and then cold again (as the engine load decreases).

coolant has also been decreasing to the bottom of the tank and then stopping at that level.. obviously there are no leaks from the radiator. blamed head gasket and changed it (there also were oil leaks at the engine cap).

now the coolant is still at the bottom of the coolant tank (so it's almost empty, lower than Min indicator) but if I refill it, it goes down in a day!

what else do I blame?
