Rusty steel wheels. Problem?

The 13" steel wheels on my Panda are very rusty. I initially thought that I would clean them up and paint, but after taking one off and going at it for an hour with a drill and a wire wheel, I discovered that the corrosion is pretty bad.

It isn't just nice red surface rust - large parts of it are covered in black rust, which needs loads of work with sand paper to get off. I'm wondering if the effort is worth it. It will probably be a full day of hacking at the wheels before they are ready to paint.

Is it a big problem if I just leave them and cover them up with wheel trims?

Is there something I can do to keep the rust damage to a minimum?

find somewhere to shot blast them ?
then paint.
 
I wanted to avoid spending too much. How much do you reckon shot blasting can cost? When you add up the shot blasting, the paint, and the effort, buying a new set of wheels looks more attractive.

In that case just wire brush the loose rust off and use a direct over rust paint, by brush ,at least two coats . read instructions on paint tin.
Job done.
After a week to let paint dry use wheel trims if you want.
