bravo jtd cold radiator

hi guys, this is my first thread.
excellent forum.
i have a bravo jtd, 2002.
just changed the radiator, water pump, timing belt.
runs fine, heater works, expansion tank water is hot, bled system at radiator, temp gauge fluctuates all the time so is not reliable.
my problem is that both hoses coming from radiator are cold.
radiator is cold.
am i right in saying it is the thermostat?
if so, how much do these cost?
