Looks like it had an interesting history seeing as how its on a Q plate.
Is that a Fiat 126 Steering Wheel?

Interesting is an understatement - it is "first registered" in 1992!

Best guess is a total write-off that was put back together after being "scrapped" (ie no V5)

That said the bodywork is immaculate if a little hazy. If I had any drive space and £500 to spare I'd be round there like a shot...

Mmmm..... If only I had the money, and the locaton was a bit more convenient. I have plenty of room to store it.
