Loss of power...

It's crazy when my Punto is low on gas iT runs fine. When I fill the car with gas it runs poorly

Are you getting any errors? a short in the fuel sender unit will cause a bunch of things to go wrong.
Try not filling the tank all the way up ..maybe just 70-80%(I am already assuming you are not overfilling, stop after the first click on the pump)
You are probably crazy but let's assume you are not.
-The most obvious thing is: power to weight ratio.. ~40 kg of extra weight will matter .. but not sure you can actually feel it.... it is like a 3% weight difference pretty much impossible to feel.

-Do you guys get E85 or anything similar there?... maybe some of the alcohol is evaporating and doing some strange stuff in the tank... but I've always heard that old E85 runs like crap.. but there may be a sweet spot.

Quick run down...I got the car about a month ago from japan. The car was in excellent condition..the third day the engine light came on...of course I panicked lol...when I checked under my hood...the oil was on half all the filters appeared new...I changed the oil...and noticed my plugs are starting to form that Brown ring around the stems...had to order online...no one here had the plugs....anyway after checking under the hood...I noticed my engine light still on...my car didn't come with a service manual...being a Ford man I tried using lucas fuel treatment...car gained some power for about two days then the engine light started blinking...I then searched on line and found the blinking light maybe due to the car reading improper emissions being released...stopped using treatment gas only...the car bubbles until the gauge hits a quarter tank...then runs perfect confusing...the blinking stops too...need advise...this car is Awesome!...

Try fitting the fuel cap loosely (or remove it) when the tank is full.

If the car runs okay - that points towards a vacuum problem with the tank.

A fuel tank would normally have a vent to atmosphere via a tube which will be somewhere around one of the wheels, or a rubber valve in the fuel cap itself.

Other than that, a warning light associated with emissions/poor running usually comes down to the O2 -lambda - sensor, which is fitted in front of or on the catalytic converter. Ideally, you'll need somebody to connect a diagnostic scanner and read the error code generated by the warning light. Once you know the error code - that'll point you in the direction of the real cause of the problem.

Thanks...will try loosing the cap...I have a diagnostic tool with my luck...it's not programmed to scan fiat vehicles....i think your close my exhaust does have a foul scent...Luke when the 02 sensor is bad...thanks again!...

Read the codes.. start there. it could literately be any of the sensors or wiring to them.
You could start with a chap elm32 Bluetooth dongle.
