Engine rebuilt and installed. Timing set, carb rebuilt also. I cannot seem to get the car to idle. It will run as long as I throttle it but when I let it go it stalls. Is this a timing issue? Or something I need to set on carb?

I am using a 123 ignition and have set the timing.

Also My gas pedal sits on the floor. I may have a bad spring. Anyone have any ideas?

With regard to your throttle (gas pedal) 'sitting on the floor', remove the front of the central housing (the bit that has the piping from the air vents connected to it) and check that the wire from the throttle hasn't broken or come off the throttle bar--it is only held in place by a washer and a split-pin.
As to the cause of the engine only running when you are 'throttling' it--have you tried initially screwing the throttle (idle) screw in, at least to a point where the engine will run on its own accord--also check that the 'choke' is fully off. Difficult to analyse from this distance, but at least a few things to think about.

Besides the idle screw check also the throttle screw at the base of the carburetor bell crank, the one with the spring.

Maybe I didn't describe it well, but that is the adjusting screw that I meant Thomas--screwing it in far enough that there is enough throttle to keep the engine running---then play with the various adjustments--balancing the idle mixture screw with the idle adjusting screw.

My car adjusting screw is set to almost zero, i get the idle from the idle mixture screw about one and a half out. Distributor position can also affect idle, have you adjust it with a timing light?

I have it running now on it's own but it sounds a little rough so still tuning. I have the 123 ignition and no distributor. I lined up tdc and rotated cap clockwise until light came on, then went off, then rotated counter till the light just comes on...then rotated counter till the light went off.

So I go to back out of garage and the car stalls from resistance. Need to check brakes.

You need to time the engine with a timing light. The method you are using is OK to get the engine to start, but not correct for getting the engine to run good.

The one at the rear of the car. The first one you come to when you approach the car from the rear

Wait, that's two different directions...lol.

The flywheel is towards the front of the car.

Did I read it wrong Vitesse

No sorry it's late here!! :D and my only excuse is I am studying for an appraisal coming up.

I meant the cam shaft pulley for the fan near the rear panel. It's the one at the back in simple terms:)
