I bought a new pair of packing strips made of a fluffy coir type material.
From the car strip-down I have an old set of these and a pair of thin rubber strips. the rubbers are what originally went under the straps.
Are the fluffy strips for placing under the tank where it sits on the car body?

I believe they are yes

Exactly right.

Rubber strips go under the tank straps, the other padding goes under the tank on the curved brackets. You don't want any metal to metal on the tank.

Photo shows the padding stuck to the bottom of my (pre restored) tank.
